Shelter Plus Care serves 25 people who were homeless and living with disabling conditions through placement in scattered-site apartments throughout Baltimore City. Due to our successful track record in providing permanent housing with supportive services, the city asked GEDCO, in 2008, to take on a portion of homeless services from another non-profit organization that was unable to continue its operation and services.

Shelter Plus Care establishes a different model of homeless services than Harford House and Micah House because the residents' housing is scattered across the city through individually owned apartments or houses rather than all together in one building. Case Managers ensure that needed health and social services are accessible to program residents, who are encouraged to continue striving to achieve meaningful goals in their lives. In addition, the case managers advocate and ensure that the residents' housing location and situation is supportive of their journey towards self-sufficiency.
SUPPORTIVE SERVICES
In Shelter Plus Care, each resident is required to meet case managers, who:
- Assesses each resident's history
- Help design an individual goal and action plan for success
- Monitor the individual's progress, adjusting when necessary
